General Douglas MacArthur was recommended by President Truman to be named the Supreme Commander of the Allied Powers (SCAP), giving him direct control over Japan and its surrounding islands. While other allies like the Soviet Union would have an advisory role, MacArthur held the final authority on all decisions.
“With the end of the war in the Eastern theater becoming increasingly imminent, President Truman recommended that General Douglas MacArthur be named SCAP, thereby overseeing Japan's surrender and occupation.”
“Although the war was still ongoing, the allied countries had initially planned to divide Japan amongst themselves, similar to what happened in Germany. However, in the final plan, the Supreme Commander of the Allied Powers or SCAP was going to be given direct control over Japan and the surrounding islands.”
