“If I had to pick a single jurisdiction that I would favor, I suppose it would be Quebec in Canada. I like Quebec, I like Saskatchewan. Those provinces are pretty good.”
“But I really do think that you have to look at it on a case by case basis and can't paint with one single brush.”
