The Albanian government reportedly changed environmental laws in 2024 to allow development in protected areas, specifically for five-star or higher hotels and resorts. This change came shortly before Jared Kushner's group posted renderings of their planned development, which included luxury villas on Sazan Island and hotels on the Zvernet peninsula.
