The adoption of open-weight models by Chinese AI companies appears to be a competitive strategy to gain market share against US proprietary models, rather than a directive from the Chinese Communist Party. While the party has embraced this approach, initial motivations were market-driven.
“Uh, I think it fits into the strategy by happenstance. Uh, I don't think the Communist Party knew a lot about the differences between OpenWeight and proprietary models when all of this began. I think Chinese companies facing, you know, severe competition from the Anthropic and OpenAI and US firms that had adopted this proprietary model, had adopted open weight as their own way to kind of make space in the market. So it was really a kind of competitive decision.”
