Carrie Barba explained that Outer Limits Tattoo managed to survive the 1970s city-led demolition of the Pike amusement zone because the shop sits on the basement floor of a building that had been sold as individual condominiums, making mass acquisition difficult for the city.
“The city would have to purchase the building and purchase it from each individual owner in order to demolish the building. Condominiums now are the reason that our shop survived and the reason the others didn't.”
